The steam enclosure is sealed as its own vapor envelope, humid air is actively exhausted rather than left to drift, and finishes near the wet zone are chosen to handle moisture. Below grade, air does not move on its own, so we make it move mechanically.

Can we phase the project, gym first and wellness later?

Yes, and we recommend planning both phases up front even if you build one. Running the plunge circuit, drainage, and ventilation rough-ins during phase one is far cheaper than opening finished walls later.
